What is the difference between ISI mark and CRS registration?

Can a foreign manufacturer sell BIS-notified products in India without BIS-M?

Who bears the cost of BIS inspection officer travel for BIS-M?

The foreign manufacturer (applicant) bears all costs for BIS inspection officers' travel to the overseas factory — including international flights, hotel accommodation, local transportation, per diem allowances and visa fees. These costs can range from USD 3,000 to USD 8,000 per inspection trip depending on the country.

What happens during a BIS factory inspection?

During inspection, BIS officers verify that the factory has the required production equipment, in-house testing capabilities, quality management systems, and produces product conforming to the IS standard. They draw product samples for testing. Any deficiencies are recorded as Non-Conformity Reports (NCRs) which must be resolved before the licence is granted.

Can I sell my product in India while BIS certification is pending?

No — for mandatory BIS-notified products, you cannot commercially sell in India without a valid BIS licence or CRS registration. Products found in the market without BIS certification are liable for seizure, and the manufacturer/importer faces penalties including fines and prosecution. Small quantities can be imported for testing under a Test Import Permission.

What are the quarterly reporting requirements for BIS-M?

Foreign manufacturers with BIS-M licences must submit quarterly reports to BIS containing: production quantities, in-house test results against IS standard parameters, any product deviations or complaints, and corrective actions taken.
